Abstract
Data Collection of
Integrated Food Crops Agricultural Statistics with the Area Sampling Frame (ASF)
Method is an activity carried out in collaboration between BPS-Statistics Indonesia
and the Agency for the Assessment and Application of Technology (BPPT). This
activity is included in a national project to support the achievement of one of
the national priorities, namely food security, in the context of improving food
statistical data which began to be implemented nationally in 2018. The main
objective of this activity is to obtain an objective data collection method for
rice harvest area, scientific, and involves the role of technology, up-to-date,
so that agricultural data, especially rice production data, that is collected
becomes more accurate, fast, and timely.
The availability of timely and accurate
agricultural data is the foundation for realizing targeted agricultural
policies. Since 2018, BPS-Statistics Indonesia has collaborated with the Agency
for the Assessment and Application of Technology (BPPT), supported by the
Ministry of Agrarian Affairs and Spatial Planning / National Land Agency
(Ministry of ATR / BPN), the Geospatial Information Agency (BIG), and the
National Aeronautics and Space Agency (LAPAN), trying to improve the
methodology for calculating rice harvested areas through the application of
objective measurements by utilizing advances in information and communication
technology as well as the availability of high-resolution satellite images.
This collaboration is manifested in an activity entitled "Data Collection
of Integrated Food Crops Agricultural Statistics with the Area Sampling
Framework (ASF) Method" or better known as the KSA Survey. The
implementation of the KSA Survey for rice commodities began to be implemented
nationally in 2018. Segment observations were carried out on the last 7 (seven)
days of each month. Based on the results of the KSA Survey, in 2019, the rice
harvested area in Kalimantan Utara Province is estimated to be 10.29 thousand
hectares or a decrease of 3.41 thousand hectares (24.89 percent) compared to
2018. Meanwhile, rice production in 2019 is estimated at 33.35 thousand tons of
GKG. If converted to rice, rice production in 2019 will reach around 19.67
thousand tons, or a decrease of 6.90 thousand tons (25.98 percent) compared to
rice production in 2018. In addition to producing estimates of harvested area,
the KSA Survey also provides an overview related to other very rice phases,
such as the area of the initial vegetative phase, late vegetative,
generative, puso, and the area of rice fields and fields that are not planted with
rice.
